Réalisé dans le cadre du Programme ARTES 3 – 4 de l’Agence spatiale européenne en collaboration avec les partenaires industriels ASTRA SES (Luxembourg) et Newtec (Belgique) et avec les partenaires institutionnels: UNDP (Programme des Nations Unies pour le développement), la Commission européenne et International IDEA (NGO).
Le projet est dédié au développement et à l’exploitation d’un satellite à haut débit pour répondre aux besoins de la Commission électorale indépendante (CEI) de la République démocratique du Congo (RDC) en ce qui concerne:
- la transmission (en sécurité) des données électorales (biométrie)
- l’apprentissage à distance (Services de formation en ligne)
- services pour la communauté (Capacity Building)
- les services eGov
a développé les applications suivantes:
- transmission de données électoraux (TED)
- Création et gestion d’un réseau à large bande pour la transmission par satellite – en sécurité – des données biométriques relatives à l’électorat congolais (environ 30 millions).
- Activités de formation en ligne (eTR)
- Production de modules de formation et gestion de l’enseignement à distance par l’accès à la plate-forme Administra Training.
- Capacity Building (CB)
- Extension des services offerts par le réseau des centres de formation communautaires voisins grâce à l’accès aux contenus de Edutainment et à Internet (Wi-Fi systèmes).
- Soutien logistique
Afin de soutenir le développement d’applications, le projet a mis en place la prestation de toute une gamme de solutions pour résoudre les problèmes logistiques qui caractérisent la République democratique du Congo. Parmi ces solutions, il y a la conception, le développement et l’installation du “Learning – Télé Centre“, une structure préfabriquée qui peut apporter une solution aux problèmes d’installation, des télécommunications, d’approvisionnement en énergie, de sécurité, d’approvisionnement en l’eau potable et de climatisation, en particulier dans les zones les plus isolées du territoire.
